It's not really true that the "tip" of the penis is the most sensitive part if by "tip" you mean the very top!. (Although the urethra - the opening where urine and semen comes out - is sensitive, not many guys find it so in a nice way!.)
If by "tip" you mean the head or glans, then you are correct!.
The most sensitive part of the penis is the coronal ridge - the lower edge of the glans where it curves under and joins the shaft and the most sensitive part of _this_ is the little V-shaped area on the underside of the tip (the frenulum)!. The next most sensitive area is the skin on the top inch or so of the shaft!. With an uncircumcised guy, the area of interest is the skin that's normally folded over the top of his penis when he's not erect (the "inside" of the foreskin)!.
