Around testicles there is scrotum!. Scrotum keeps testicles in a constant body temperature of 37* C !. So testicles are part of inside body!. Human body does not change temperature so easily so i guess a cold bath can only create a cold!.
On the other hand if you swim in a very very very veeery cold lake or sea for a long time you may have the problem you mentioned!.

No, it's not!. Neither is a cold swim!.
It's just uncomfortable, that's all (unless you just got out of the sauna or hot tub - in which case it's *great*!)

Yes!. But your bath has to be REALLY cold!. Like them really ice cold lakes and stuff in the winter time!. Thats why you can die in 2 minutes if you fall in one!. It freezes your testicals!.Www@Answer-Health@Com
