I have heard some girls say no but most that notice a difference say intact is better!. There are a few studies on that like Sex as Nature Intended It which explains the reasons behind this!. It makes sense - it's a normal natural penis rather than one with a part removed!. But I think the difference is less noticeable with condoms!.
