Dude, you notice them on the veins because the veins raise the skin so the pores become more noticeable there!. When you reach puberty, your gear grows, including adult skin which has complete pores with oil glands, so that the ones that grow hair include oil glands and hair follicles!.
The skin on a boys penis isn't like that, so you remember how it used to be, and it for sure seems different!.
Pores have oil glands in them, and some have hair follicles in them, but with the location that you describe, I don't think those will grow hairs there! Hahaha!
