Actually you have started puberty!. You may have a condition called precocious puberty where your penis is the first thing to start growing!. Obviously you realize that pubic hair is usually first for most guys!. Don't worry about this!. It has no more significance than saying most guys have brown hair and you have blonde hair!. This is a good size considering you haven't hit puberty or are in the beginning stages and close to the male adult average size!.
