Question: What is the name of this problem!?
sorry i don't know an awful alot about this problem other than it is very common in the males in my side of family basically it where the gland in the testicle's are very low and can cause alot of pain and sometimes they get it as a baby will grow out of it but some don't and if the don't they then need an operation in the sack bit and can affect the fertility

I don't quite understand your question here as it is not very clear what you're asking for!. There is no gland whatsoever in the testicle!.
However, what I could make out is that this condition could be undescended testicle! In male foetus, the testicle form inside the belly and before birth, they descend into the sack!. In some male babies, the testicle (could be 1 or both) remains stuck inside the belly at the moment of birth!. If it does not descent even after birth, then an operation is required to get it down in the scrotum!.
Very often despite the fact that the undescended testis is corrected through operation, it fails to mature to adult size and can affect fertility in case only one testis is good!. Www@Answer-Health@Com

I have never heard of a 'gland' in the testicles!.

It sounds like undescended testicle to me!. Nothing to do with any gland at all!.Www@Answer-Health@Com
