Your brother has apparently not learned the basic rules of decent behavior!. Playing with himself in front of you is not normal behavior!. He may need mental help if he has a compulsion, but in the meantime you need to enforce some boundaries!. Tell him you will not put up with his rude and offensive behavior!. Then follow through!. Next time he does this, enlist your husband's help and pick him up bodily, and stuff him in the bathroom or out on the stoop!. If he does this when your husband is away, don't let your brother in the house when you're alone, until you know his behavior is changed!.
