It does hang down, but it may be a little bit or a lot!. That's down to genetics; nothing else!. Same as a long or short penis, curved or straight, thick or thin, etc!.

They drop into the scrotum (ball sac) about 2-3 inches!. It depends on the length of the sac!. Some guys hang lower!. They tend to hang low when the outside temperature is warm or hot!.
