This permanently damages and scars the genitals and reduces the female's pleasure in sex!. Sometimes part or all of the clitoris is also removed or mutilated, to completely reduce female pleasure in sex to "insure fidelity!." It is universally regarded as mutilation and is illegal in the US, as well as all civilized countries, although it's still practiced in parts of Africa, most notably Egypt!.
