Yes and no some dudes are overly active in the masterbation area and pull back on the skin to roughly this could cause tearing of the frenulum and cause bleeding!. Normally a dude should be able to pull back on the the foreskin and the frenulum should be long enough not to tear it may have to do with phimosis if the opening is too tight then it could pull on the fren and cause the tear!. As long as i can remember my parents telling me to pull back on the skin and clean under it so i never had a issue like that
