No, not every time they don't finish, just whenever they are close to ejaculation on in the process of beginning to ejaculate and all stimulation is taken!. Males can easily stop masturbating because their about to get caught or something comes up, but if they're real close to orgasm or in the beginning of it, to prevent Testicular Congestion or "Blue Balls", the best thing for them to do is to just ejaculate to prevent the uncomfortable feeling!.
