Usually no!. Sometimes, very rarely, if the foreskin is too tight!. This only really happens in young teens - who are probably too young to be having sex anyway!. Yes, I've heard a condom can help by holding the foreksin in place!. You should be using one anyway!. If his foreskin isn't tight, then no I doubt it would hurt him!.
