I was 12 when I started, and I've gone on to have kids, so there's no need to worry there!.
I assume that when you ejaculate the fluid is clear!? this is the fluid that carries the sperm!. When the fluid comes out white, then you have started producing sperm!.
Incidentally, I started producing it just before my 13th birthday!.

If you are ejaculating, why do you have the idea your semen is not developed!. Once you are able to ejaculate, your semen is "fully made" whatever you mean by that!. You have swimmers (sperm) and can get a girl pregnant!. So you are sexually mature, just not physically mature!. Masturbation which is solo sex, same as having intercourse, has no impact or harmful affect on the body!. 2 billion or more men can attest to that fact!.
