i am 16 years old i hit puberty about 2 years ago,
but my penis has been the same size since i was a baby
there has been no development at all

First of all, every boy has a different sized winner!. Every man's looks different, there's nobody to say that you're not "big" or "small"!.
All boys are different!.
However!.!. There is something i can name for you, though I'm not sure weather it's a disease or a mutation, however i do lean towards the mutation explanation more!. It is called micropenis!. It is just what the name sounds like- a small penis, one that never grows!. You can go on wikipedia and search it!.

but when erect I'm 6 inches total!. & have kinda been that way since I was maybe 17!? but i hear that 6 inches is the exact average size!.

If all the other puberty things are running normally , it could be that you are just going to have a small penis !. It won't do any harm to seek his advice and at 16 it is a good age to ask as it may be possible that you need some testosterone shots to boost pubertyWww@Answer-Health@Com
