Yes, or at least the glans is. One of the main reasons for the foreskin is to keep the skin of the glans moist, so that it maintains it's sensitivity, which makes sex so enjoyable.
If you compare the glans of a natural penis with one that has been circumcised for several years, the natural one will be smoother, whereas the circumcised one will be dry and relatively rough.
Personal experience, I'm bisexual, and one of my partners was circumcised.
If you are intact, then yes, your glans penis (head) is moist because that's what the foreskin's function is. It's essential so that sex is not painful for the female.
If you're mutilated/circumcised, then you're as dry and rough as sandpaper.
