No. Masturbation is just an alternative method to sex/hand jobs/blow jobs to stimulate/arouse sexual feelings or to purposefully eject sperm. Ejaculation is the natural process of fertilization and does not have any negative side effects. Masturbation itself is not particularly morally correct in certain perspectives.

There can be no future side effects "down there". It is a bit odd that he is masterbating at such a young age. But it is completely normal (maybe not for a 7 year old), some what. But there is no need to get all worked up about it, it is better that he knows now so that he may not be misinformed in the future, but keep a close eye on him when he is with his friends. Because he now knows something that they don't and will probably teach them and maybe even go farther.
