Yes in everyone maybe in some early or late but sure in everyone,if anyone don't,go get a checkup.......
Chest hair doesn't set in until closer to 20. As for height, penis size, and armpit hair, those will all happen in time. At 14 you still have a lot of growing and developing to do. Voices lower to different degrees and at different points during puberty for different people.
Your still pretty young. Don't worry about stuff. It will all happen in time.
As for picking on you for your height, just tell them to **** off.

No you are not a late bloomer per say. Some people don't hit puberty until later. All people go through puberty. And if your lucky you might end up with a bigger dick than the people who are making fun of you. They can make fun of everything else, but your dick, unless it's a needle or a Choad.
