Question: How must I measure penis size correctly and accurately?
1. I seem to get different measurements every time i measure it. between 5.5"-6.5" which makes me wonder what size i ACTUALLY am.
2. When I'm erect, my foreskin goes behind the 'head'. Must i measure it when its like this or when the skin is covering the 'head'
3. I cant seem to maintain a proper rock hard erection.
Can someone ( a guy preferably) please tell me whether i am measuring my size correctly or not? and how i can measure my size correctly and accurately?

You are correct, you need to measure what you can insert into your partner, which means measuring along the top.
You can measure correctly as follows:-
Get a full erection, stand up, and hold your penis so that it is parallel to the floor.
Measure from the base to the tip of the glans, if you are using a rule, use one where the measurement starts right at the end, and don't press it in.
If you measure underneath then you can't easily tell where to start from, and you can add up to 2 extra inches, especially if you are siting down. This is, however, what most people do so that they can brag to others who will never see them erect.
The differences in what you have been measuring could be due to measuring underneath, or it might be that you aren't getting a full erection.
A tape will give an accurate measure, if you have much of a curve in your penis, then this is even more accurate.
Personal experience.
The reason your getting different measurements is because of a slightly harder or softer erections. You should be measuring on the top side with the ruler, not a tape measure, flush against the fat pad.
There is absolutely nothing you can do to change the size, so it really don't matter. All this stuff about increasing penis size is a scam. Join a nudist resort or go to a nude beach, enjoy your self and forget about size, it don't matter, and if it does to someone then you need to look for different friends.
I measure from the top because that is the part that goes in, measure when it's hard. Like the other guy said don't worry about it to much you can't change it learn some technics and use lot's of foreplay these are the tings that impress girls the most.
measure from beneath to tip, but to know how much will go into her, measure from the top to the head. but most girls cant handle a big penis, an average penis thats 4-5 or even 6 inches does the job.
You measure from under the base of the penis, not from the top.
why measure? you can't swap it, change it or buy a bigger one. what difference does it make how big your penis is?
