Depends what you mean by BO. Puberty begins the development of the sweat glands in your body that produce a bad smell. However there are other things that can cause people to smell other than just those sweat glands.

No, Body Oder is just natural that everyone has, after puberty and before, although unlikely in most. In puberty, you grow hair under your arms which makes the B.O. worse. But does not mean you only get B.O. when you have hair under your arms or you think your in puberty. Just put some antiperspirant and you should be fine and smell less, but if you dont have hair under your arms talcon powder should do just fine, thats what I used to use before puberty.
No, but having hair under your arms and sweating can make it worse.
