No. You can get sick as a dog because of the salt content theoretically, but not drunk and not high. It contains approximately the same compounds as egg white, along with some additional salt and a bit of urine, and usually trace amounts of blood. There is nothing in it at all for getting high.
Uh, no. Semen is cells and proteins, not some sort of drug or alcohol.
