if you have pubic hair, you already have. you are probably just beginning puberty so most of the changes are happening inside your body. don't worry, you're perfectly normal and you're actually really normal and at the right age for you to start. don't worry so much about it...you've already began!

Puberty happens to people different times and in different ways, With you having pubic hair and able to create semen, it is most likely that you have already hit puberty.
About your growth, most males stop growing in penis size around the age of 23, so dont worry, you still have time.
