What could be the cause of this?
I know an STD can cause the leaking of fluids from the penis randomly, but it doesn't burn when he urinates nor does he get a rash or swollen in the area. He is sexually active.

Well, most guys leak precum even when not erect, and that is normal.
Sounds like gonorrhea/chlamydia . Go to a dr and get it checked out. They will either do a swab culture...Or take a urine sample . Or it may just be a simple minor infection
if its before you ejaculate its just sperm liquid to help the sperm travel
