Sounds like You may be missing a testicle. Try feeling around for it (carefully), depending on your age they should be anywhere from 1 to 2 inches long and about 1 inch wide.
Push up a bit behind your penis on either side to see if it is tucked up in there again. If that doesn't work (or if you find it), check with your doc, he can do a more thorough check for you with an ultrasound.
