I haven't grown facial hair much or chest hair, and my voice cracks more often, im I still going thorough puberty

Another year or so is ahead of you
You won't finish puberty until at least age 21 - or later.
More changes could be headed your way - nobody knows for sure.
Genetics rule - you cannot re-program genetics.
You must be patient & wait to see what all develops.
Stop worrying about stuff you have no control over.
Probably Bieberothemia, at least your not a midget
well the brain doesnt stop growing until about age 23 so theres plenty of time to grow
