Question: My cousin touched me on my tickle spot which is my waist.?

Today, I found myself sitting on his lap and i felt his fingers "walk" to my waist. Whenever we see each other, we hug each other until I get so used on sitting on his lap. Just today, I was alone with him in my dad's house when he hugged me from behind and our fingers interlock. Then, I said good bye to him and he lift me off the ground. Is this normal. I am a 13 year old girl and he is 24.
