I think it actually helps, when I was 17 I did a 6 weeks steroid cycle that boosted my testosterone to 2500 ng/dl, I felt like a god for a month and a half and the patchy spots in my beard filled in quickly after the cycle, but I wouldn't recommend steroid usage on a 17 year old, specially if you don't lift/work out.
Exercise will improve testosterone.
It will NOT make your penis grow.
