This is a wrong fact. First, if you're under the age of 18, it's not a good idea to try these things. There's no evidence that this will enlarge your penis, even though there's these advertisements, it is sure fake and will really waste your money and harm your body.
Be natural, even you're still in puberty, you should let it grow naturally, it's alright to have short penis in the beginning, it'll grow eventually.
If you testosterone levels...this question, I don't know but I don't think it'll work.
