Best to give it a day or so, but in this time you can still do cardiovascular activity and/or work on other muscle groups besides your arms for a better overall body workout.
When we train we actively damage the muscle tissue, like pulling apart a piece of meat. By eating right and allowing the tissue to rest the body will grow new tissue to fix the damaged area, hence the increase in muscle size.
Without this resting period we just continue to further damage the muscles and will see no gains in either size or strength.
If they are no longer sore than go for it.
