It is normal. It's the effect of stretching, an interesting property of the foreskin. With stretching, you compress and drain blood out of a good number of capillaries in the stretched areas of the skin, thus making it look lighter in color. When you relieve the stretch, blood passively flows back making it look darker. As long as it doesn't cause you pain, and you know when you feel like you're overstretching your foreskin (and back off on stretching accordingly when you feel it), then you should be fine.
