Well if you actually want to build a pec between now and summer there's not really much time for that. But if you wan't to lose all the fat on your pecular area that can be done withing 1-3 months. You need to start working out. Don't go lift heavy weights with a low amount of reps (lifts). You need to have more of an areobic exercise (Notice how women run and lift small weights to lose fat/flab unlike how most men life heavy weights at a low amount of reps) You're trying to lose weight so run at do chest exercises (bench press, push ups, flys, etc.) Do a lot of reps(lifts) at a low amount of weight.
