Question: Should they look this way?
This is a private question for mature people only. As of lately, my left testicular vein has been swollen. I have also noticed that the left side of my scrodum is dicolored and numb. I cannot afford a doctors visit unless it is manditory (LIFE OR DEATH), but the smell and discomfort is starting to worry me. Please help.

Sounds completely normal.

You need to see a doctor. If none available that you have to pay for, then go to a local clinic where you pay nothing, or only what you can afford. Either way, you need competent healthcare. As soon as possible.
(When you speak of a "smell" especially may well indicate an infection of some sort. Seek care)
