At 15, your penis is still growing and will be doing so for a while. You'll be going through growth spurts where your penis will grow quicker than it normally does. 4-5 inches is perfectly fine and all the methods in which are out there (Surgery, pills, pumps, etc) are only for adults. While you could probably have surgery, I don't think a doctor would do so on a teenager who is still growing. You're almost in the range of adults have have 3-6 years left to grow. 8 inches is quite large and you don't need to be that large. Just be happy with who you are. You can do more research on penis enhancement but you don't need it.
I'd advise talking to a trusted adult or father figure about this. Males have had this worry and can tell you ways to overcome your insecurity. You have no reason to want to increase your penis size and you should be confident in what you have. Hope this helps.

Edit: You don't need to be there any earlier than normal. Your penis will grow on it's own. Google Jelqing and you should find some methods, but beware of the potential effects.
