I dont know why

i can get an erection , my pubic hair has grown and testicles have dropped , i can have an erection but cant get semen to come out

Seminal fluid is produced in the prostate gland and not the testicles - the testicles just create sperm.
And your prostate is completely internal so you can't see or feel how developed it is.
I remember the first time I produced, and it was some time after my balls had dropped - so be patient, it will happen - you are perfectly normal. At first your production will be small, but it will soon develop to normal levels.
So no need to be concerned - just enjoy getting that great feeling without the mess !

Don't get discouraged dude. I didn't until I was 17-ish and since then my ejaculation amount is extremely high. Avg. is 1cc-5cc. I've turned in a 28cc sample and it was pretty much another avg. day. if your balls drop it dont mean that you can creat semen all of a sudden.. it may take a while depending on your age, you most likely start creating semen at the age of 15.. that goes to most people some may take longer and some may take shorter



Depending on age you have to give your body time to create semen, also if you masturbate too often you may over run your body and it may not be able to keep up.



You havent fully developed, just because your balls have dropped doesn't mean its over!
