Yup = you've stretched back a bit before it was ready
The white ring is probably some of the remaining epithelium
that protected your penis in childhood.
It will dissolve by itself in a week or two.
You can then rinse it off with water = keep soap off glans = it's alkali.
Really no problem.
You just stretched a bit too soon that's all.
