Question: Is it normal my 14yo brother has a babyface & small body for his age?

If you didn't know his age, how old would you guess he is just from how he looks in this pic? He's otherwise a very healthy boy, so I was wondering if it's normal for someone at his stage in puberty to be so small and look so young?
