Yes quite normal. That is if u jack off...if ur just aroused, then u won't ejaculate unless u play with it. I was 15 b 4 I ejaculated but don't b in such a hurry, it's not all that's its cracked up to be unless u like mess's lol

No it's not normal. At least what I think you mean isn't normal. If you can't ejaculate with masturbation or sex that's not normal and I would advise seeing a doctor.
When you say 13.75 is that an age? (who writes their age like that?) You might not be old enough to ejaculate if you are only 13, but you still should be able to orgasm.

Its not about height when it comes to puberty. I started ejaculating properly when i was 13, give it another year or two and then question if ur normal or not.

You're only 13. If you haven't fully hit puberty then it's normal. The time will come
