Myth, and have no idea how, why, or where it started.
Hair starts and grows from the papilla, a bulb deep within your skin, and starts to grow through, and come out of the hair follicle. Your outer layer of skin is your epidermis. Deeper than that, the skin is called dermis, and even deeper than that, it is called hypodermis. This bulb is located near the hypodermis area. So, shaving what is on the outside has nothing to do with how it is going to re-grow from this papilla bulb deep within your skin and body.
Logically, it makes no sense what so ever that people would think that it would....Grow back thicker. It is no different than getting a regular hair cut. If that were the case, people would be walking around with half of their hair thicker than the rest.
As far as it being darker, this is because it is new hair that has not seen the light of day. Sun light and other elements lighten hair naturally after a while.

When you shave, all you're doing is cutting off already existing hairs. In order for a mustache to grow in thicker, you would have to somehow sprout more hairs where there were none to begin with.

I think the hairs get darker, not thicker. So far ive been shaving and havent noticed that though.
