That's completely normal, Austin, and you have nothing to worry about. When a boy starts puberty the first thing that happens is that his balls ("testes" or "testicles") begin to get larger and hang lower and more loosely. I expect you've heard people talking about a boy's "balls dropping" by which they mean he's clearly started puberty. (It's wrong, by the way, to say that a boy's balls drop when his voice breaks. A boy's voice breaks late in puberty, a long time after his testes began to grow.)
It's quite likely that you'll also have a little hair (or even quite a lot) growing on your scrotum and/ or around the root of your penis now but, if you haven't, that's fine. A few normal boys don't get this hair until late in puberty.
A boy's penis begins to grow later in puberty, most often about a year after his testes began to grow. A fast developing boy may reach this point in only 5 months while a slow developing boy may need 2 years or even a little longer. So, it is common for a boy who's in early puberty to have testes which have clearly "dropped" and, since the penis may still be small, they will seem even more prominent. The genitals, then, may seem oddly proportioned during early puberty.
The testes hang lower in the scrotum because, when they're further from the body, they're cooler and that's better for sperm production. ( However, I don't think you'll be able to produce sperm yet. That also happens late in puberty.) There's no particular reason why your testes should hang lower when you poop but, in general, the warmer you are the lower they'll hang. When you're cold they'll rise up closer to the body to get warm.
The development of a boy's penis and testes during puberty is divided up into five stages. If your penis has not grown at all then you're in Stage 2. If it's just starting to grow, you're in Stage 3. You're normal, then, Austin, and don't need to see a doctor. Before long your penis will be rapidly growing and then your genitals will be better proportioned. Hope this has helped and reassured you!
