basically i was just examining my penis and i noticed i cant really feel the outside skin that much ime 15 ... wat could this be??

That's not a problem. There are relatively few nerve endings in the shaft skin and foreskin of the penis, and what there are get used to regular contact with your clothing so touching the penis doesn't elicit any particular feeling.
