Answers:

There is nothing wrong with you. It sounds pretty normal. You have a naturally tight foreskin, just like every other intact (not circumcised) man on the planet had at your age.
Over 85% of the males on earth are intact so you are on the winning side. The other 15% wish they still were intact.
Follow the information in the links below and work the foreskin stretches into the daily shower routine. Let the warm water loosen and relax the skin before stretching. Stretches are to be firm, but gentle, with no pain. Pain is a damage indicator. Over stretching till it hurts can create micro tears in the skin opening that will heal over with non elastic scar tissue, making retraction more difficult. No pain,...ever!
You will begin to see some good results in two weeks, with full and painless retraction in 3-4 months. If it takes longer, just keep stretching.
Lots of guys go through their entire, happy, healthy, sexually active lives without ever retracting the foreskin. You do not need to retract when you have sexual intercourse. It will work fine.
If you use the stretches, the Frenar Band (google it) of muscle that closes down the skin opening will relax and expand enough to allow the foreskin to glide effortlessly back and forth over the coronal ridge of the glans.
There is information in the link from Father Magazine about what to do if the foreskin becomes trapped behind this ridge. It can be uncomfortable so read up and know what to do about it before it happens. It is a sign that progress is being made, but you just need to do a bit more stretching, and the skin getting trapped behind the ridge will be a thing of the past.
Alternatively, you can ask your doctor for steroid cream (Betamethasone) which is made to loosen a tight foreskin. You have to do these stretches in conjunction with the cream use so why not just try the stretches first?
Do not let the doctor even breathe the word: circumcision. By the very nature of it, circumcision is a highly destructive procedure that unnecessarily removes healthy, essential, nerve rich tissue from the penis, leaving it less than fully functional. Be very firm and tell them it is not an option. Find a new doctor if need be.
Go to: www.norm.org and read about the reason and function of the foreskin. You will see how very fortunate you are to still have yours, and how misguided are those who promote circumcision for any reason.
Good luck with this

It is alright if it doesn't interfere with the function or cause any discomfort. Still, if it's too narrow, it can put pressure on the head of the penis when erection occurs. Louis XIV had the same problem! If it is uncomfortable it is easy to have a doctor do a simple operation in which the foreskin is made a bit wider. See a doctor if you're worried about it, and don't feel uncomfortable; they look at this kind of stuff all the time!!

I think that just means it's not circumcised. The next time you take a warm shower, try retracting it and eventually work your way past the glans. The reason you do this is because during intercourse the vagina will forcibly push your foreskin behind the glans and this will be very painful. You could also not have vaginal or anal intercourse ever again.

i had the same thing when i was a child.
you should go see a doctor about it and he will prescribe you some creams or treatment you can use/do.
because with me it detached when i was still very young, 17 is already a bit late id say.

so go see a doctor ;)

Some men never retract their foreskin.

However it American fashion.
In most guys it loosens up with age
and often by 16.
