Oh yep, that's skinny, i should know because i can fit into a size 28 lol, story of my life!! Get called stick legs etc all the time! but it does come with it's advantages like being able to shop in the teens section which means clothes are often cheaper :))
It's on the slim side, but really it's about a healthy size, for a normal healthy person.

No, it's not skinny, it's healthy. Compared to most of his friends, though, as with most fat Americans, he may feel skinny. But he shouldn't worry about it.
Depends on the inseam. If they are like 28 inseam then maybe. If they are 40 inch inseam then yeah, that would be really skinny.
