That is pretty small however you are wrong about the average at you age. There is no average at your age. You may just not have experienced any genital growth yet. I'd say just don't worry about it. Also about school showers, at least in America, they aren't mandatory.
Wait a year or two, if nothing happens by then I would see a doctors. As of now, nothing you can do and you shouldn't worry.
Regardless of your size, the fact is that your at the beginning stages of puberty and have many years of penis growth ahead of you, i would try and not worry about your size. The other boys could possiby be ahead of you puberty wise. If your are concerned, find yourself a cubicle and change there where no one can see you.
I wouldn't worry too much. I was like what 3 inches back when I was twelve, Now I'm 14 and It's now around 5.5 or 6, It depends on the person. Some grow earlier than others. Don't worry too much. Also you might not even have gym in High School... I didn't until my second term
