It's likely razor burn big guy! Make sure you are using a clean sharp razor and lots of lubrication... Like soap or shaving foam. You seem to have sensitive skin so shave with the hair not against it. Your shave won't be as close, but it will minimize the irritation.
After you shave apply some aftershave. Some people say steer clear of alcohol based AfterShave, but the alcohol in it will kill any bacteria that may cause infection. If you don't have AfterShave anything alcohol based like Cologne or toner would do the same thing. Also, clean out your razor under warm water, and as an extra measure, wipe it with the same aftershave to kill bacteria you would normally reintroduce the next time you shave.
If the redness continues see your doctor or dermatologist!

Put lotion on it, nothing with perfumes. Try eucirin, or vanicream. Or aquaphor is more of a gel ointment but works well on dry skin too. ;)
