Complete balls and penis hair gone?!

Ok I bought the Phillips Body groomer 2034/2040 , tried wet and dry shaving , cream and without , made skin tight before shave. Still have tiny pubics in the area and they are not removed at all.I get couple of cuts every other day. What can I use I don't want anything visible. the pubic area is like this
