I have never heard of restoring cells of sperm.

You can't run out of semen or sperm. The fluid that comes out when you ejaculate is called semen. Only 3 to 5% of it is sperm.

Sperm is produced by your testicles continually, from puberty until death. They are not like a woman's eggs, limited in number. They are kind of like blood cells. Your body just keeps making them around the clock - millions and millions every day. The old ones that are not ejaculated die and - like any other cell in your body - are reabsorbed.

The rest of your semen is produced by glands that are similar to your saliva (spit) glands, only much slower. As you reach orgasm, they secrete their contents into the prostate to be mixed with each other and with the sperm, and are then ejaculated. The glands then slowly refill.

Based on your other questions, you are probably not far enough along in puberty to be able to ejaculate yet. But when you are able to, you will notice that if you go a few days without ejaculating, there will be more fluid. And if you ejaculate many times in a day, you can run dry, but it's only temporary; and it's not harmful to have a dry orgasm.
