If you're pulling it back to the point where it's painful, you're doing it wrong. Just do it slowly, go as far back as you can BEFORE it becomes painful. Doing this in a hot bath can help.
PS. You don't need to pull your foreskin back to pee.
I hope I get my answer out before some pro circumcision respondent says you have Phimosis and need to be circumcised. If you can retract the foreskin, even a bit, you definitely do not have Phimosis and in no case do you ever need to be circumcised. There are always medical and non medical alternatives.
