It's possible he's on drugs, but you couldn't say for sure. He may just be high-strung. Here is some more information about drugs that could have that effect:

Caffeine: If this person is holding down a job, behaving normally, carrying on conversations, but basically acting jumpy and nervous to the extreme, they're probably on too much caffiene. I used to drink 6 shots of espresso every morning and act like that. Unless the person is exhibiting other behaviors, like the ones I'll describe below, they are likely just caffeine junkies.

Crack: Crack is cheaper than a lot of other drugs and very strong. People on crack generally act like you said up there, pace a lot, and have kind of intense buggy eyes. This is a street drug and is common inside cities. One tell-tale sign is "cold sores". If the person has a number of cold sores, these may actually be blisters caused by the heat of the crack pipe. If a person is on crack, you may see them with steel wool (like Chore Boy), straight glass or metal tubes, and torch lighters - lighters that produce a large flame. Also, crack-smokers often have an odd smell and sometimes don't bathe or take care of themselves. People on crack generally don't function well in society, so their work and school performance will be awful.

Cocaine: Cocaine is quite expensive, so it's hard for someone without a lot of money to get ahold of it. People on coke tend to act less "freaky" than people on crack, and often it's hard to tell they're on it at all. The biggest tell-tale sign is a constantly runny nose, sniffling, and having their hands near their nose a lot. A lot of people on cocaine act perfectly normal and hold down jobs.

Meth: Meth is a stimulant which is really common in rural areas. The main ingredient is Ephedra-containing cold medicines. It has to be cooked basically in houses specifically set up to cook meth, and the process is very dangerous and prone to fires and explosions. People on meth act jumpy to the extreme, often not able to stand still. They also might have torch lighters, straight glass tubes, and Chore Boy. The dead give-away here is the teeth. Meth makes your teeth rot FAST. People on meth generally don't function well in society, so their work and school performance will be awful.

Heroine: People who are addicted to heroine often behave like this when they're in need of a fix - some call the shaking, jumping, and sweating the "junkie schuffle". People on heroine also scratch their arms a lot. You can often see "track marks" basically bruises or sores on the inside of their arms, so a lot of people on heroine will always wear long sleeves, whatever the weather. They use hypodermic needles, lighters, rubber bands, and spoons. If a heroine addict doesn't get a fix they will become VERY sick. They are also prone to infections at the site of the needle sticks. People on heroine generally don't function well in society, so their work and school performance will be awful.
Adderall: If the person is school-aged, they might be on Adderal. It's a drug prescribed for ADD, but a lot of kids sell their pills, and people crush the pills then snort them. They often show the symptoms you described, but tend to be super-productive in school when they're high, but have violent mood swings when they aren't. A person snorting this is probably a student, likely one whose parents have a lot of money. In my experience, people on this drug basically vibrate. This behavior is WAY different from an normal person's antsi-ness, so look for jumpiness and shakiness that is WAY over the top.
Diet pills: A lot of weight-loss substances produce reactions like that. You'd find them at GNC or other vitamin stores.

The most important thing is DON'T JUMP TO CONCLUSIONS. Don't start a rumor that could ruin someone's life. If you're concerned, talk to the person, or their friends, or a professional that you trust. Recognize the warning signs for your own safety, but DO NOT JUDGE based on a few observations.
