foreskin is designed to cover the glans/head of your penis and protect it from excess friction as well as from drying out. however it should be easily retracted to expose the entire head.

but in young guys, the foreskin is adhered to the glans as a secondary protection thus until these adhesions are dissolved (which they do gradually during childhood), the foreskin is not fully retractable. So, while you can try to retract it as far as it will go without actually hurting, it isn't good to force it too far. just keep it as clean as possible with regular baths and showers; retracting as far as possible to clean.

Another problem some guys have is their foreskin is tight and as a result isn't easily retracted. Often this will ease with age but to help the process along some stretching is good. One way is to get erect and pull the foreskin back as far as you can - just to the point of it getting uncomfortable, hold it for half a minute or more then relese. Repeat this 5 or more time and do it 3 or more times a day. The other methos is to slide one finger on each hand under the end of yoru foreskin and gently pull outward just to the point where it starts to hurt a wee bit. Here too, the secret is to hold for half a minute or more, repeat several times and do it 3 or more times a day.

But even once you have a foreskin that retracts fully and easily, when masturbating, an uncircumcised guy wil often wrap his hand around his penis with the foreskin still partly covering the head and then stroke; keeping the foreskin between his rough hand and his sensitive glans/head. But if you want to increase the sensation, allowing the hand to rub directly on the head a little isn't bad although some lubrication is always advised.
