my son was circumcised 2 years ago but he has a problem with his penis. after he was circumcised there was a skin ( i dont know if it is really a skin with ??) connecting the middle front of the head near the hole? to the body...

Is it on the bottom side of the head? If so, that's the frenulum. Almost all uncircumcised guys have it (it prevents the foreskin from sliding too far back, just as the frenulum under the lips and tongue do) but some doctors leave it there after circumcision. It's supposed to add sensation.
Other than that, you don't mention if he has a problem with it. The only other things I can imagine are a skin bridge or meatal stenosis, two of the risks run into with circumcision. If you suspect that, you'd have to have him checked out. Otherwise, if it's the above, it's normal.
