Ok well I'm a 13 year old male and I have these lumps in my breasts they hurt if I touch them... is it Cancer?
Also, I read somewhere if the lump is painful it isn't cancer is that true?

No, it's not true that all cancers don't cause pain. There is an inflammatory type that does. However, you said they are in both breasts, are they in the same area and approximately the same size? If so, then they are probably not cancerous.
Are they movable? Most cancers are fixed, more stationary or stuck to surrounding tissues.
Are you taking anything that would cause gynecomastia, an embarassing but benign form of male breast enlargement, like eating alot of soy or taking anabolic steroids?
That said, you sould consult with your parents and see your physician. Even if it is a puberty-induced hormonal imbalance, you should have it checked.
